The governing principle

Reduce avoidable demand before selecting irrigation technology

Water-wise garden design is not a visual style and it is not a list of supposedly drought-tolerant plants. It is a sequence of linked decisions: read the site, organize compatible water zones, support the soil, use shade intelligently, irrigate only where justified, and define how the landscape will be maintained.

The useful target is a garden whose water assumptions can be explained and checked. A lush shaded courtyard, a productive garden and a dry meadow may all belong in a water-wise plan when their location, area, water source and care requirements are deliberate.

Later choices depend on earlier evidence. Jumping directly to a plant list or smart controller hides the decisions that usually determine long-term water demand.

    Read the site and climate before choosing a style

    Map sun, reflected heat, wind, slopes, runoff, existing shade, soil conditions and how people use the garden. Review reliable local climate information, watering restrictions and seasonal extremes rather than relying on a broad climate label.

    Useful evidence
    A measured base plan, dated site photographs, sun and shade observations, drainage evidence, local climate records and a list of verified unknowns.
    Verify locally
    Survey information, drainage routes, restrictions, wildfire or flood requirements and any site-specific environmental controls.

    Organize plants and uses into hydrozones

    Group planting areas by comparable water demand, exposure and irrigation method. Keep higher-demand uses deliberate and compact, and do not put plants with conflicting needs on the same irrigation zone simply because they look compatible.

    Useful evidence
    A zone plan showing intended plant character, relative water demand, establishment needs and whether each zone is irrigated, seasonal or rain-supported.
    Verify locally
    The suitability, mature size, invasiveness, toxicity and realistic water needs of every proposed plant in the project location.

    Treat soil, grading and mulch as one system

    Use site evidence to decide whether soil should be protected, amended or left largely undisturbed. Select mulch for the planting, wind, fire, runoff and maintenance context; mulch cannot compensate for compacted soil or poor drainage.

    Representative soil observations or tests, infiltration evidence, proposed finished levels, root-zone depth, mulch type and a safe overflow route.
    Verify locally
    Soil amendment, erosion control, drainage, fire separation, contaminated soil and the detailed relationship to buildings and structures.

    Use shade and spatial form to reduce exposure

    Place trees, canopies and outdoor rooms so the garden is comfortable when it is actually used. Shade can reduce heat stress and change plant water demand, but its value depends on orientation, season, canopy growth and local conditions.

    Useful evidence
    Seasonal sun studies, important view and use times, canopy assumptions, reflected-heat sources and clear distances from buildings, utilities and circulation.
    Verify locally
    Tree species, root behavior, wind exposure, structure, fire rules, utility clearances and any permit or neighbor constraints.

    Design irrigation around verified zones, not around a controller

    First decide where irrigation is justified and what each hydrozone needs. Then coordinate the application method, pressure, distribution, sensors, controller and seasonal adjustment. A weather-based controller is one component, not a substitute for a sound system.

    A verified zone schedule, available pressure and flow, water quality, equipment locations, establishment strategy and access for inspection and repair.
    Verify locally
    Hydraulic design, backflow protection, codes, product certification, installation, commissioning and programming using current local weather and on-site conditions.

    Make maintenance part of the design brief

    Set an establishment period, inspection rhythm and acceptable level of seasonal change before fixing the planting concept. A low-water garden is not automatically a no-maintenance garden.

    Useful evidence
    Responsibilities for watering, weeding, mulch renewal, pruning, irrigation checks, plant replacement and recording changes after extreme weather.
    Verify locally
    A realistic maintenance plan with the owner, gardener, installer and irrigation professional who will care for the built landscape.

Use water tools for the question they actually answer

EPA describes its Water Budget Tool as a way to compare estimated water use for a designed landscape and irrigation system with typical new construction practices. It is a planning comparison, not a live watering schedule.

Water Budget Tool Version 2.0 is available only for U.S. ZIP Codes. Projects elsewhere need a relevant local method and climate source rather than a fabricated ZIP code or a borrowed result.

For real-time irrigation decisions

Use current local weather information and actual site conditions. A weather-based controller can tailor timing and quantity, but only after hydrozones, hydraulics, equipment, installation and programming have been correctly resolved for the project.

Water-wise garden design FAQ

Is water-wise garden design the same as xeriscaping?

Not necessarily. Water-wise design is a broader decision process that coordinates climate, site use, planting zones, soil, shade, irrigation and maintenance. A xeric planting character can be one response, but it is not the only visual or ecological direction.

Are native plants always low-water plants?

No. Native status alone does not define water demand. A plant must still match the project's local climate, soil, exposure and hydrozone, and its suitability should be checked with reliable local horticultural expertise.

What is a hydrozone?

A hydrozone is a planting or landscape area grouped around comparable water needs and operating conditions. Useful zones also consider exposure, plant establishment, irrigation method and maintenance instead of grouping plants by appearance alone.

Does a weather-based irrigation controller make any system water-efficient?

No. EPA explains that these controllers use local weather data and landscape conditions to adjust schedules. The zones, hydraulics, equipment, installation, programming and maintenance still need to be correct for the actual site.

Can the EPA Water Budget Tool be used for a project anywhere in the world?

No. EPA states that Water Budget Tool Version 2.0 is available only for U.S. ZIP Codes. It compares estimated landscape and irrigation water use; it is not intended to determine real-time irrigation schedules.
